Evaluation of the Association of Legal Clinics of Ukraine Activity

Prior to Strategic Planning

 Association of Legal Clinics of Ukraine achievements for the whole activity period chronologically:

2002 – Association of Legal Clinics of Ukraine starts performing as an unofficial public community;

2002 – Due to the Association’s assistance Ministry of Education and Science of Ukraine addressed the deans of law faculties with the letter concerning the results of the conference “Development of the Programs which Contribute to the Improvement of the Educational Process at the Law Faculties.”

2002 – Due to the Association’s assistance Ministry of Justice of Ukraine published recommendations of the Ukrainian Interagency Coordination and Methodological Council on Legal Education of the Population “The role of Public Reception Offices and Legal Clinics at Providing Legal Assistance to the Population.”

2003 – first edition of Standards for Legal Clinics of Ukraine was developed and adopted at the first congress of the Association of Legal Clinics of Ukraine.

2004-2005 – at the second and third Congresses of the Association of Legal Clinics of Ukraine Legal Clinic Model Regulation, Legal Clinics of Ukraine Ethical Code were adopted, typical thematic plan training course “Fundamentals of Law Clinical Practice” was defined and outlined.

2004 – First National School on Legal Clinical Education was carried out.

2006 – the Association has promoted that the Ministry of Education and Science of Ukraine developed and adopted the Order from 08.03.2006, #592 “On Approval of the Model Regulation on the Legal Clinic of the University of Ukraine”.

2006 – first National Client Interviewing and Counseling Competition was held.

2008 – first National Week of Law was held and legal clinics represented the a high-quality institution of free legal aid.

2011 – first Inter-University Open Debate Tournament on Human Rights for the participants of legal clinics was held. 

2014 – first Students National Essay Competition was carried out.

2014 – the new edition of the Standards of Legal Clinics of Ukraine was approved at the regular Association of Legal Clinics of Ukraine National Congress.

 

Characteristics of the Association of Legal Clinics of Ukraine Activity after its renewed activity in 2013 till 1st half of 2016:

1) concerning the movement of legal clinics:

  • activation of the network;
  • fragmented increase training of the legal clinics managers and staff qualification;
  • a number of pressing issues are agreed at congresses;
  • strengthening the “attractiveness” of the LC for the students;
  • improving the quality of LC activity, assistance to the newly established LC “at the start point”;
  • Legal Clinics Standards content is updated;
  • particular competitions are held on a regular basis (Consultation Competition, Debate Tournament)

2) concerning networking

  • improving the LC network coordination;
  • renewal of the Board, implementation of democratic principles in the management of the Association;
  • update of the of legal clinics activity analysis tool (register);
  • cooperation with strategic partners Foundation “Renaissance”, ABA / ROLI;
  • established cooperation with the OSCE in the educational field;
  • establishing partnerships with the ULAF;
  • first steps are taken to cooperate with foreign networks, including Polish colleagues.

Activity Benchmarks based on the analysis of the Association of Legal Clinics of Ukraine activity after its renewed activity in 2013 till 1st half of 2016

  • to implement standards, LC standards monitoring;
  • to strengthen the role of legal clinics in the system of legal aid, to integrate them in the regulation of legal aid;
  • to develop Board teamwork;
  • to register ALCU as a legal entity;
  • to promote international cooperation;
  • to achieve effective PR (communication);
  • to develop and launch ALCU website;
  • to improve the flow of information between the Association and legal clinics;
  • to enhance direct cooperation between legal clinics;
  • to implement educational components of clinical legal education in the educational process of the university and conduct training school for the LC;
  • to improve electronic forms of legal clinic events reckoning.

What is unique about the Association of Legal Clinics of Ukraine?

1) it is a unique resource of practice and science combination, visions of different generations and regions for the development of legal education in Ukraine and building up a society based on the ideals of liberalism and the rule of law;

2) it combines the efforts of progressive representatives of Ukrainian universities aimed at quality practical training of law students;

3) it consolidates position of legal clinics as a unique actor of free legal aid

Our community improves the quality of higher education through the implementation of social functions – providing free legal aid and raising the law culture of Ukrainian society.

 

Association of Legal Clinics of Ukraine Mission (extended version)

Association of Legal Clinics of Ukraine – is a public association, which aims at the development of clinical legal education and building a network of legal clinics.

The mission of the Association of Legal Clinics of Ukraine is to provide quality legal clinics functioning in the system of higher legal education in Ukraine.

Legal clinical training system provides systematic lawyers training, willing to practice practical professional activities, thus contributing to strengthening the rule of law, access to justice and raising the law culture of Ukrainian society.

Components of the Association of Legal Clinics of Ukraine Mission:

1) Who are we?

  • LC union aimed at coordinating and development of their activities;

2) What are we doing?

  • improve the quality of legal education;
  • provide free legal assistance;
  • distribute legal knowledge;
  • make a platform for experience exchange by all participants of clinical legal movement in Ukraine;
  • represent clinical legal movement;

3) for whom we work? who benefit from our activities?

  • legal clinics;
  • law students;
  • the indigent groups;
  • all interested in improving their legal knowledge;
  • state and public institutions working in the field of quality higher legal education and building a society with the rule of law as a priority.

  1. Promoting quality of clinical legal education in Ukraine

The goal – clinical legal education is an integral part of legal education.

  1. Networking of clinical legal movement

The goal – legal clinics community and each single clinic act on the basis of standard quality, they are known among the population and in similar international networks and are reputable partners;  legal clinical movement  systematically holds traditional events and participates in social development areas which are important for  legal clinics.

 

The Main Expected Results Concerning the Promotion of Quality Clinical Legal Education in Ukraine:

  • an updated Regulation on the activities of legal clinic is adopted, incorporating provisions for: structural unit; availability of clinical legal education in universities in the light of license provisions; educational course “Fundamentals of Legal Clinical Practice”; normalization of pedagogical (teaching) workload (duties) of legal clinics staff; financial support; graduate certificate; particular legal practice in LC;
  • features of practical training of students on the basis of legal clinics is reflected in the Standards for bachelors / masters in law;
  • features of practical training of students on the basis of legal clinics is reflected in the draft law “On Higher Legal Education”;
  • normalization and ensuring details of clinical legal educational components by the means of Ministry of Education in Ukraine regulations;
  • special course on the basics of legal clinical practice included in the curricula of legal training in universities as a selective course;
  • the requirements for legal clinical education as a condition for licensing universities;
  • actual students practice on the basis of legal clinic is considered as an official students practice;
  • normalized pedagogical (teaching) workload (duties) of legal clinics staff;
  • qualitative methodological support of clinical legal education

The Main Expected Results Towards the Networking of Clinical Legal Movement:

  • Qualitative informing on the activities of legal clinics and their communication;
  • Legal Clinics affect important areas of social development;
  • Adjusted monitoring of standards of legal clinics activity in Ukraine;
  • Legal Clinics Community is known for its quality and system network activities, and participates in international events of clinical legal movement;
  • Legal clinics operate independently of administrative changes in universities and ALCU systematically cooperates with them;
  • Achievement of sustainable and equitable partnership of ALCU and ULAF.

Evaluation Markers of Clinical Legal Movement Development after 3 Years:

  1. Association of Legal Clinics of Ukraine is consolidated strong partner;
  2. Clinical Legal Education is part of legal education;
  3. Legal clinics are the structural units of the universities educating future lawyers;
  4. Legal Clinical Activity is regulated by law;
  5. Each legal clinic has sufficient institutional capacity and resources to implement its tasks;
  6. Each legal clinic is supported and provided guidance by university;
  7. Legal clinics are effective subjects of free legal aid;
  8. Each legal clinic graduate gains human rights mindset and skills of law enforcement.
