Another legal clinic “from Seventies” or what was monitored there in Uzhgorod

 

On Friday, another, the eighteenth monitoring of the Legal Clinic by the Association, finished. He is the second one which was conducted in cooperation with the OSCE Project Coordinator in Ukraine.

The monitor team worked with the Uzhgorod National University Legal Clinic. And it saw that it was quite active and capable.
At the final public event, there was a large representation, which once again emphasized the importance and integration of UzhNU Legal Clinic to the local community: representatives of the regional networks of the three ministries of Ukraine, legal business, regional philanthropists, media resources, and of course, educators from the law faculty and their organizations.
After all, what are the results and who are the seventies? Uzhgorod National University Legal Clinic received a preliminary estimate of 70.4 points. This is what prompted such an informal name. The seventies is the name of a group of legal clinics that showed 70-79 points. In fact, according to the experience of monitoring, it is a rather high indicator that characterizes a well-organized and capable legal clinic. Check the results on our monitoring screen – all legal clinics- “seventies” meet the Association’s Standards. They have what to show and they are confidently moving forward.

We hope that the UzhNU Legal Clinic, like the other Seventies, will develop a monitoring plan according to the results of the monitoring and they also will be develop.

Following the monitoring, the Legal Clinic “Public Reception” of the Kiev Cooperative Institute of Business and Law approved the Development Plan.

Recently, a meeting has been held to discuss the results of monitoring of the legal clinic “Public Reception”of the KCIBL in compliance with the Standards of activity of legal clinics approved in 2014 at the All-Ukrainian Forum of ALCU. The research of four directions of work: organizational, educational, consulting and law-educational was conducted from November 26 to November 29, 2019.

The participants of the meeting were:

  • Tetiana Kaminska, Rector of Kyiv Cooperative Institute of Business and Law;
  • Vasyl Omelchuk, Head of the Law Department and Head of the Legal Clinic “Public Reception” operating at a higher educational institution;
  • Yulia Lomzhets, Executive Director of the Association of Legal Clinics of Ukraine.

During the meeting they also approved the Legal Clinic Development Plan, which was prepared in accordance with the monitoring results.

The participants of the meeting agreed that the indicators of support from the administration of the institution and involvement of the legal clinic in the educational process are at a good level, and there are opportunities for their improvement. Accordingly, the Development Plan provides for the opportunity to enroll the practice based on the results of student activities in the clinic.

Also the revitalization of the clinic’s advocacy work is important, which, unfortunately, has so far been carried out at a low level. Some points of the Plan are already being implemented. For example, the activity of a legal clinic is covered on the Institute’s website.

At the same time, all the proposed items of the Development Plan were supported by both the management of the Institute and the department, which is an excellent indicator for the future positive changes.

Law education and human rights protection in Uzhgorod: quality of work of Uzhgorod National University Legal Clinic

The Association of Legal Clinics of Ukraine together with the OSCE Project Coordinator in Ukraine and the Legal Clinic of Uzhgorod National University are invited to present the results of monitoring the activities of the legal clinic.

Legal Clinic of Sumy Department of KhNUIA  has passed practical diagnostics

The presentation of the monitoring of the activity of the Legal Clinic “Legal Aid”, operating at the Sumy Department of Kharkiv National University of Internal Affairs, in order to comply with the Standards of activity of legal clinics, approved in 2014 at the All-Ukrainian Forum of ALCU, took place in Sumy. The research of four directions of work: organizational, educational, consulting and law-education was conducted from October 16 to October 18, 2019. The monitoring group included: Yaroslav Malyk, head of the monitoring group, member of the Board + Association, curator-academic of the Law Clinic “Protection” of the National Academy of Internal Affairs, Yulia Lomzhets, executive director of the Association of Legal Clinics of Ukraine; Natalia Yesina, human rights activist, executive director of NGO Northern Group for protection of Human Rights.

Yaroslav Malyk, the head of the monitoring group, noted during the presentation of the results that the Legal Aid Clinic had good indicators – 60.45% (out of 100 possible).

In the near future, the legal clinic of Bohdan Khmelnytskyi Cherkasy National University expects positive changes! As said during the presentation of preliminary results of the three-day monitoring visit, the First Vice-Rector of the University Vasyl Moisienko – the institution is ready to introduce the positive experience of other legal clinics and is interested in the development of the University legal clinic.

From 01 to 03 October 2019, the Association of Legal Clinics of Ukraine, together with the Bohdan Khmelnytskyi Cherkasy National University, monitored the activity of the legal clinic in order to comply with the Standards of activity of legal clinics, approved in 2014 at the All-Ukrainian Forum of ALCU.

During the monitoring, the following areas of activity of the legal clinic were investigated: organizational, educational, human rights and law education work of the LC. Such monitoring is intended to ensure the development of legal clinics in the regions and to allow the Association to know better the needs of the legal clinical movement network.

Legal clinic evaluation results

The monitoring showed that the legal clinic has a good base and prospects for further development. The strengths of the clinic are the support of the legal clinic by the university, the provision of quality free legal aid, sufficient integration into the educational process. Among the areas that need improvement are legal education and organization of the legal clinic. In particular, the university should pay attention to the need to expand the staff of the legal clinic and to financially encourage the work of the clinic curators.

ALCU monitoring as inspiration for new achievements of Kharkiv National University of Internal Affairs Legal Clinic

It has been proven that the legal clinic is the most effective form of legal education for obtaining law skills. The maximum efficiency of a legal clinic will be provided on the condition of its institutional capacity. Quality marks and providing recommendations for improving the work of legal clinics are effectively provided by the monitoring conducted by the Association of Legal Clinics of Ukraine.

October 22-25, 2019, KhNUIA Law Clinic hosted a monitoring group of the Association of Legal Clinics of Ukraine, which consisted of: Andrii Halai – Head of the Association of Legal Clinics of Ukraine, Kateryna Datsko – Dean of the Law Faculty, Head of the Law Clinic of KNEU, Olga Osinskaya – State Expert on Legal Education of the Directorate for Human Rights, Access to Justice and Legal Awareness of the Ministry of Justice of Ukraine, Nina Reshetar – Representative of the OSCE Project Coordinator in Ukraine.

More about the work of the monitoring group:

The Law Clinic of Kharkiv National University of Internal Affairs was established in 2012, although its history begins in 2006. Today she works at Faculty № 6 (for student preparation).

Three days allowed to evaluate the organizational, educational, human rights and educational direction of the work of the Legal Clinic of KhNUIA. We note that the legal clinic has a sufficient level of material support and prospects for development. The priority areas that need the most attention right now are: specifying and sharing responsibilities between legal clinic staff (academics, students) and establishing a regular own online representation of the law clinic.

The peculiarity of this monitoring was the information-rich press conference at the Kharkiv Press Club, which was attended by local mass media, representatives of public organizations and the city community. The press event showed the community’s interest in the activities of the Law Clinic of the National University of Internal Affairs, which shows the possibilities for establishing effective cooperation and integration into the local communities.

From March 10 to March 12, the Association of Legal Clinics of Ukraine together with the National Academy of Internal Affairs have conducted a monitoring of the activity of the Legal Clinic “Femida” at the Precarpathian Faculty (Ivano-Frankivsk) in order to comply with the Standards of activity of legal clinics approved in 2014 on the All-Ukrainian Congress of ALCU. The presentation of the results took place on March 12, 2019 at the faculty.

The Value of Legal Clinical Education for Lawyers of a New Generation – Monitoring is Completed in Irpin

Results of the monitoring of the legal clinic of the National University of the State Fiscal Service of Ukraine. Monitorng was held during 31 of May – 1 of June and showed that said legal clinic is highly responding the Standards and was evaluated for 67 percent out of 100 possible.

Monitorings are being held within the implementation of the ‘Development of institutional capacity of the Association / network of legal clinics of Ukraine’ Project in partnership with the Ukrainian Legal Aid Foundation, supported by the International Renaissance Foundation.
