Association of Legal Clinics of Ukraine took a stock of the project “Developing Regional Leadership and Establishing a Coordination Model of the Association of Legal Clinics of Ukraine” implemented with the financial support of the International Renaissance Foundation.
On May 13, 2020, the All-Ukrainian public discussion “Monitoring and Legal Clinics network development. Assessment, vision, formats, projects” took place where the achievements and further plans of network development were presented.
Head of the Association of Legal Clinics of Ukraine Yuliia Lomzhets shared the results of implementation of a new approach of the legal clinics monitoring, so-called format “2.0.”:
“Format 2.0 allows to design and expertly accompany the implementation of monitoring recommendations, thereby helping to develop legal clinic of exact university on the principles of voluntary and self-governance. The model was successfully tested during 2019-2020 in the frame of the Association project. Monitoring is truly improving managerial approaches of the legal clinics as well as its’ material bases. It became a great tradition when the grantmakers consider the formalized result of the legal clinic monitoring by the Association as an argument for a positive appraisal of its’ grant application or joining regional/national systemic projects as a partner”.
Over the past three years, the Association held 21 monitoring of the legal clinics: from the pilot monitoring of the legal clinic of the Lesia Ukrainka East European National University in June 2017 to monitoring of the legal clinic of the Vasyl Stefanyk Precarpathian National University, which ended in April 2020.
Legal clinics monitoring was conducted with the partners support:
- 17 with the financial support of the International Renaissance Foundation;
- 2 – USAID New Justice Program;
- 2 – OSCE Project Co-ordinator in Ukraine.
In doing so, 16 monitoring events were conducted with initial approach and in 5 using modernized format “2.0.”
In the same time, the organizers introduced brochure “Monitoring of legal clinics of Ukraine. Format 2.0.: from assessment to development”, which summarizing achievements of the implementation of modernized method in legal clinics monitoring.
Member of the Board of the Association of Legal Clinics of Ukraine Andrii Halai illustrated the perspective of a further development of current monitoring model used by the Association of Legal Clinics of Ukraine and encouraged legal clinics to actively join project activities.
According to the speaker, the Association sees development monitoring as a fundamental process of guaranteeing quality of legal clinics network activities. Thus, it will continue, and by the end of 2020 there is an ambitious goal to monitor the 50% of Ukrainian legal clinics. The development monitoring in “2.0.” format will be considered as recommended technique for further quality evaluation of the legal clinic activities.
The discussion included presentation of the monitoring recommendations implementation of five legal clinics, participants of the project. The feedbacks and impressions were shared by experts, legal clinics chiefs and university representatives.
In particular, the results of monitoring “2.0.” were presented by:
- Legal clinic of the Bohdan Khmelnytskyi National University of Cherkasy
- Legal clinic “Legal Aid” of the Sumy brunch of the Kharkiv National University of Internal Affairs
- Legal clinic of the Kyiv Cooperative Institute of Business and Law
- Legal clinic “Adiutorium” of the Chernihiv Polytechnic National University
- Legal clinic of the Vasyl Stefanyk Precarpathian National
Beyond mentioned, the organizers prepared surprise for participants – online-party dedicated to the successful realization of the Association project “Development of regional leadership and establishing a model of coordination of the Association of Legal Clinics of Ukraine”.
Discussion participants played interactive games “Interesting about Law” and “Everything about legal clinics monitoring”, wrote cinquains (poetry form that employs a five-line pattern) about the Association, guessed hidden words and drew on “a canvas”.

In the end, the organizers announced three contests for the legal clinics:
Contest on the best motto about legal clinics (deadline – 17 May)
Contest of the legal clinics “Leader of online-consulting”(deadline – 25 June)
Contest of the legal clinics “Media-Master” (deadline – 25 June).
